I think your question needs further clarity.
What is it that you are trying to achieve?
The generation of random numbers requires an assumption [or observation for
empirical densities] of a distribution function. Simply having a median and the
IQR will not be enough. What about assumptions on symmetry?
Even in prior elicitation you will need to supply info like this.
If indeed you can assume symmetry then the adoption of a Gaussian df is not a
bad idea... and already you have been offered a couple scripts on this.

of distributions for random samples, how do we generate random numbers
