Perhaps you should try another graphics device. e.g. wmf.graph (Powerpoint), postscript (LaTeX).

wmf.graph("my_plot.wmf")
plot(x, y)
dev.off()

I am using 6.1 and I've tried both 'copy graph sheet' and the simple
copy/paste command.  Neither are high quality transfers.  I'm not having
much luck with any of the other suggestions either (png, wmf, eps)..

Also, some of the more recent versions of S-Plus for Windows have a
different copy procedure for graphics than for text:  "Edit" -> "Copy
Graph Sheet Page" sometimes produces sharper images in PowerPoint than
control-C.
