It is conceivable that the flash stick has had copied onto it the Windows installer rather than the Mac's. (Both are distributed on the same CD.) If that is not probable tell the owner to boot into OS 9.2 — he has to have a Mac running OSX to have 9.2 installed—rather than use emulation mode (the so-called Classic mode) and then try to install.

is connected to a microscope.  As a result they are running OS 9.2.  I
don't know if it is an emulator.  The owner did not seem to know much.
