Figured it out
Among other things
We had to find another Mac and copy the install onto its HD. Then map
the drive to the computer with the problem at which point the install
seemed to work. However, JMP still would not run giving a missing
platform key error.
After some more work we discovered that the computer was corrupting the
license file at some point. So we went to another mac that had a
working copy of JMP and placed the license file where we could get to it
from the old computer.
Even after the install ran JMP would not work. More investigation...
The year on the computer was set to 1976???? When that was fixed JMP
started working.

It is conceivable that the flash stick has had copied onto it the
Windows installer rather than the Mac's. (Both are distributed on the
same CD.) If that is not probable tell the owner to boot into OS 9.2 -
he has to have a Mac running OSX to have 9.2 installed-rather than
use emulation mode (the so-called Classic mode) and then try to install.
