Thanks alot to Stephen Kaluzny, Jens Oehlschlaegel, and Bryan Ripley 
for their quick responses to my question about world maps for Windows 
version of S-Plus. As they pointed out the ready-to-use version of 
the world databases are available through the FTP site

    ftp.statsci.com/pub/support/maps

All you need to do is to download couple files and put them in the 
maps directory on your system. One big problem though is that these 
databases do not have boundaries for the "new" states. 

Is anybody working on updating the database?
