Please note that binary files, HTML, and graphics are NOT
welcome in the vast majority of Usenet groups. With only a few
exceptions, HTML is flamed much more regularly in newsgroups
than in mailing lists. (I personally side with the flamers, as
my favorite newreader doesn't do HTML.)

It's not a matter of server space. There's a formal
proposal/comment/vote procedure required to create a group
(except in the alt.* hierarchy). Typically takes a number
of weeks and a lot of effort on some volunteer's part.
