I wish to have a friendly disagreement about your conclusions.
I don't think of JPEG or GIF as formats suitable for primary
capture of scientific graphics, and I don't see anything wrong with
relying on third-party tools for conversions to these formats.  The
third-party tools (e.g., ImageMagic - see
http://www.wizards.dupont.com/magick/) are free and I think you will 
find the need for them anyway, for other applications.

As an aside, with Ghostscript (free) and Mayura Draw (shareware from
www.mayura.com) you can edit postscript files.  Ghostscript can
convert them to to Adobe Illustrator format and Mayura Draw can edit
these and export them back to postscript (or gif, tif, bmp, pdf), at
least on Windows/NT.
