I'm not sure how to get the menubar you want to come up in Netscape,
however I don't think that you need it.  The keystroke alternatives given
in the menus appear to work, at least for me.  To close an individual help
file window (in Unix) just type alt-w.  To print the contents of the
window, alt-p.  And so on for the other ones.  I agree that sometimes
having the menus in the window is handy, but it isn't always needed.  
Note that this solution has nothing to do with Splus, it's just a function
of Netscape.
