windrose plots

I just received an urgent request for help making a windrose graph.
I've searched the statlib archives and found two suggestions, but both are for simpler versions of a windrose than I need.

I need one in which the "petal" for each direction is essentially like a single bar of a stacked bar in a bar chart, where the separate portions of the stack are for separate wind speed bins. That is, this wind rose has to present both wind direction and wind speed. Visually, the style I'm looking for is one in which each petal looks kind of like a multi-section telescope.

Does anyone have such a function, or something close that I could build on?
(I don't need to tabulate the data, just make the plot)
