County map inaccuracies

I am attempting to plot points along the Santa Barbara, CA shoreline and
have found the county maps in S-Plus are not of a high enough resolution
(i.e., many of my points appear to fall off-shore, when in fact they are
all on-shore).  Does anyone have higher resolution maps (polygons in
Splus) for Santa Barbary County, or better still all California
counties?
