nutrition in my brain and figured out:
good <- !(df$Year %%4 != 0 & df$Day == 29)
Thanks to Bert Gunter and James Holtman for quick replies. Here are their
solutions:
> bad <- frame$year %% 4 != 0 &frame$month=='February' & frame$day >28 (B.G.)
> good <- ((x.1$year %% 4) == 0) | x.1$day <= 28 (J.H.)
