Wilcoxin-Mann-Whitney rank sums test

Non-parametric statisticians,

Please resolve a controversial issue for me over use of the 
Wilcoxin-Mann-Whitney rank sums test.  Is it appropriately applied to two 
populations that are heteroscedastic?  References seem
to be in conflict over this question.
