Thanks to the several people who suggested possible fixes.  
These included using a path name with no blanks (Brian Ripley)
Checking that the right SAS engine (v.6 vs. v 8) was being used (Gerry
Blais) and using the uncompress = T option (Chuck Cleland). 

I am sure these sensible suggestions would solve some problems which
some other people may be having......they did not solve mine,
unfortunately.  

I fixed the problem by using the standard IMPORT DATA from the file
menu, and then doing what I needed to do (the data set did not have that
many variables).
