Actually, you probably need quotes around each pathname, not around the
command as a whole.

"C:\Program Files\Insightful\splus61\cmd\SPLUS.exe" S_CMDFILE="+c:\Program
Files\Insightful\splus61\users\myname\history.q"

(all on one line)
