All other things being equal - RAM, CPU, Video Card, Hard Drive, etc - my experience (no benchmarks, just perception) is that Windows 2000 is slightly faster. This is because Windows XP has more hardware requirements for the OS footprint. If you have 1GB of RAM, a fast (> 2.6 GHz) CPU, a 7200 or 10,000 rpm hard drive, and at least 64 MB videoram, I doubt that the differences will be noticeable.
