Look at the correlatedData library, available from the Insightful
website: http://www.insightful.com/downloads/libraries/default.asp
(this is a "research" library, so not yet fully incorporated into
S-Plus...experimental or "beta", in that sense--someone from Insightful
please correct if that's not right).
There are functions glme and xglm built on lme and gls, respectively,
extending glms like GLIMMIX does in SAS. There's also gee (so similar
to GENMOD in SAS).
Note that GLIMMIX is available as an experimental procedure (rather than
a separate, totally unsupported macro) in SAS version 9.1.2 and higher.
