My problem of converting lower cases to UPPER cases has been solved. Two functions are suggested by 

Scott Chasalow,Chuck Cleland, John James and Richard Heiberger. One function is "casefold" suggested by Scott Chasalow,Chuck Cleland and John James.  Richard Heiberger suggested to use "upperCase". Both works fine for my problem.
