We need to know more. Is this `time series sequence' an object of class
"ts" or "rts" or "timeSeries" or what? And how are you plotting it?
par(las) controls the orientation of the axis annotations in general.
How about a reproducible example?

I have converted a matrix into a time series sequence

When I plot the time series it only displays the years
on the x-axis rather than the month/year (e.g. Apr
2020). Obviously I don't want all the months/years but
only a evenly spaced sequence - with each month/year
vertical rather than horizontal on the x-axis.
Is this possible?
Yes, since S is a fully-fledged programming language.
