This is based on a scientific formal analysis: I used SAS for 22 years and have used S-Plus/R for 14 years, looked at the quality of analyses done by SAS users, S-Plus/R users, and myself, looked at the gap between methods in the stat literature and software, and come up with the 10 year figure in my head. :-)

When programming in SAS, there is almost always more than one way to
accomplish a task. Beginning programmers may think that there is no
difference between using the WHERE statement and the IF statement to
subset your data set. Knowledgeable programmers know that, depending on
the situation, sometimes one statement is more appropriate than the other.

This list has nothing to do with SAS.  It has to do with statistical
software that is about 10 years ahead of SAS in functionality.
